Fitchburg Housing Authority approves change orders, authorizes construction contract and names Wallace Tower park

At its June 17 meeting the Fitchburg Housing Authority approved several construction change orders, authorized a construction contract pending state approval, and approved the naming of a Wallace Tower park.
Commissioner Heidi Bogner moved and Commissioner David Basilio seconded approval of Change Order #103 (FISH 097132) for $27,326.36, Change Order #13 (FISH 097132) for $19,572.55, and Change Order #01 (FISH 097189) for $51,607.95; each motion was recorded as "all in favor." The board also approved Change Order #07 (FISH 097202) for $10,403.89 to add a new set of rooftop access stairs after crews discovered existing ductwork installed at the wrong height, a change Construction Relocation Coordinator Jordan Hughes said was needed so maintenance staff and contractors can safely access the mechanical roof.
The board authorized the Chair and Executive Director to execute construction contract 097200 once the Executive Office of Housing and Livable Communities (EOHLC) provides final approval, allowing the project to move forward without requiring an additional board meeting. Mr. Hughes told the board a general bid opening was scheduled; Commissioner Basilio asked about contractor union participation and whether a Project Labor Agreement (PLA) might apply. Hughes said a PLA is a separate bargaining agreement intended to promote local hiring through union contractors but cautioned that implementing a PLA could affect project costs and funding considerations.
Commissioner Janice M. Spellane reported the Naming Committee recommended "Isabel Demmon Veterans Memorial Park" to honor a female veteran and acknowledged assistance from "Susan from the Historical Society." The board approved the name unanimously.
Earlier in the meeting the board approved routine business: the May 20 meeting minutes (as amended), May–June payables, FHA FY Jan–April 2026 financial statements prepared by Fenton, Edwald & Associates, P.C., expungement of former tenants' rents totaling $53,667.41, and acceptance of the FY2025 Performance Management Review. The Executive Director’s Report noted HAFIS reporting was current, Green Acres had 18 vacant units targeted for turnover by October 1, 2026, and the long‑pending Daniel Heights parking lot project remains under EOHLC review. The regular session adjourned at 9:48 a.m.
