The Lyon County Board of Commissioners held the second hearing to initiate Bill 26-02, an ordinance to create the North Lyon County Power General Improvement District (GID). County Manager Andrew Haskin explained the hearing sets the date of July 2, 2026 for the ordinance that would formalize creation of the GID under NRS 318.050 and NRS 318.055.
During public comment, Robin Biggs raised concerns about proof of publication and a lack of Yerington representation on the Planning Commission. Commissioner David Hockaday moved to approve initiating the ordinance; Commissioner Robert Jacobson seconded, and the motion passed 5-0.
The initiation establishes the process and schedule for the GID creation; the July 2 hearing will address the creation ordinance and next procedural steps. The board did not adopt a final GID plan at this meeting.
