Zoning board adopts resolution to formalize posting locations under new Iowa transparency law

The Mills County Zoning Board of Adjustment unanimously approved resolution 2606 to designate official posting locations for meeting agendas and notices, a change staff said is required by a new Iowa transparency law that took effect July 1.
Planning staff explained the auditor’s office encouraged boards and commissions to adopt a formal resolution so the county can demonstrate where agendas were posted during audits. Staff said the county will add a signature block to posted agendas so auditors can pull the records and verify compliance. "They have to be available 24 hours a day for people to be able to read and see like that," staff said.
A motion to approve the resolution was made and seconded; roll-call votes were read and recorded as affirmative for members present. The board agreed the resolution would remain as an annual item for the first meeting of the year to certify posting locations going forward.
The action formalizes the county’s posting practice (website, door postings and newspapers were cited) and is intended to reduce the risk of chapter 21 or 22 compliance issues during state audits.
