Several commissioners cited severe local damage, including a failed waterway that took out a street in one neighborhood and ongoing challenges on Church Street. One speaker described the event as a "1000 year flood zone." Staff and commissioners emphasized the need to improve communications with the city administrator and to assemble additional information for residents and for grant applications.
