At the July 20 meeting the Josephine Municipal Development District board discussed a proposed interlocal agreement under which the City of Josephine would advance funds to the MDD — an amount described as "not to exceed $9,000" — to set up marketing infrastructure needed for the district's outreach.
Kevin McKenna said he presented the concept at the City Council meeting and that council asked for particulars. "It was basically denied, they asked to come back with particulars," McKenna said, describing the council's request for a breakdown of how any advance would be spent.
Pam Sardo noted the city packet included a line of $5,000 for marketing in one 2027 budget option and said that fund could cover business cards, brochures and development materials. Staff and board members agreed it is practical to finalize detailed ILA terms after the city's website redesign is complete and once the board can see proposed designs.
To coordinate timing with the city's budget process — including a public hearing the board was told is scheduled for Aug. 10 and a deadline to adopt the budget by Aug. 17 — the board moved to work on details of the proposed interlocal agreement and to return to the next MDD meeting with more information. The motion passed.
Board members asked staff to prepare a draft ILA and to consider leaving funding numbers blank in the draft so the council could act later if needed. Staff committed to bringing a draft ILA to the MDD's next meeting and to share revised budget and marketing details prior to joint meetings with the city.
Next steps: staff will draft an interlocal agreement for review at the Aug. 4 work session and will coordinate with city staff on web and branding timelines to align marketing roll-out with the city's site changes.
