The motion to approve the schematic-design phase followed a presentation by Dan Ingen, who described completed schematic work, ongoing mechanical/electrical/plumbing and structural engineering tasks, and imminent requests for proposals for land survey, geotechnical borings and civil engineering (needed for NPDES and permitting). Ingen said the geotechnical results will inform foundation systems and materially affect final construction costs.
Board members pressed for clearer invoices from Draw Collective before future payments. A string of trustees said existing Draw Collective invoices provide aggregated hours (for example, seven-figure-hour totals such as 117.75) without concise activity descriptions; the board asked administration to require short line-item clarifications (meeting type, location, travel, on-site vs. office time) so taxpayers and future boards can trace charges. Director of Finance and Operations Sheila Lubert said administration has requested additional invoice detail from the firm and will continue to press for clearer billing.
The board discussed funding and schedule: administration confirmed the funds for preliminary design are already earmarked in the district’s capital reserve, not newly borrowed money. Ingen described the district’s phased approach — monthly updates and staged approvals — to avoid committing to construction without updated cost estimates and engineering results.
After accepting public comment and additional discussion about timing and public notice, the full board approved the Draw Collective schematic-design authorization. Next steps listed by administration included completing the field survey and geotechnical borings, returning cost estimates in August and bringing scope/options for board review in September.
