Lily, speaking for city staff, read the ordinance title and the changes attached as Exhibit 1, saying references to police chief, fire and health inspector were replaced with references to the city manager or designee. After a council member moved adoption and another seconded, the council voted by roll call; all councilors present voted "yes" and the ordinance was adopted.
The ordinance changes reassign enforcement responsibilities to the city manager's office; the council did not expand on implementation details during the meeting. Council discussion at the second reading was procedural, and no amendments were proposed.
