Commission approves site plan to add EV chargers at Walmart, with ADA accommodations

Planning staff described a technical site-plan application from Julie Hecky to convert part of the Walmart parking area to electric vehicle chargers, change some 60-degree stalls to 90-degree stalls, and install sidewalk where rock mulch currently exists. Staff noted ADA requirements for EV charging stalls and that the applicant supplied an ADA exception for certain stalls.
Staff said the changes would remove a few stalls but that the site remains overparked relative to current standards; the design includes transformers and electrical conduit routed to the adjacent convenience-store infrastructure. The site plan meets code and staff recommended approval.
The commission opened the public hearing and, with no public comments, closed it and voted to approve the commercial site plan as presented. A commissioner noted broader concerns about large parking lots and future infill potential, but supported the EV infrastructure addition.
The commission approved the motion to recommend the planning commission approve the commercial site plan for EV charging at the Walmart GC-zoned property; staff will note the approval and any permit conditions as the applicant pursues permitting.
