Juno Beach council approves budget direction, awards landscaping contract and adjusts community contributions

The Juno Beach Town Council reviewed and signaled consensus on the Town Manager's recommended FY2024-25 budget framework on Aug. 28, including a proposed millage rate remaining at 1.8195 (no increase). Finance staff outlined capital projects, reserve levels and recommended adjustments to some one-cent surtax assumptions; council members discussed whether to adjust interest-income assumptions and whether to add a code-enforcement position in the near term.
On procurement, Public Works reported that an apparent mistake in a vendor's RFP submittal led the incumbent contractor, Terracon, to confirm a corrected annual price of approximately $117,600 (about $52,000 less than previously recorded). Council voted unanimously to enter a two-year contract with Terracon for landscape-services and maintenance at the corrected rate.
Council also heard several public requests related to the contribution budget. Friends of the Arts volunteers requested an increase to better cover exhibit costs; after discussion the council amended the contributions list to raise Friends of the Arts to $2,500 and removed certain high-school graduation donations; the amended contributions list passed unanimously.
On personnel and compensation matters, council approved the classification and pay-range schedule for FY24-25 (generally a 4% range increase with a few market adjustments) and discussed but deferred a decision on immediately creating a full-time code-enforcement position until new revenues from an upcoming large development are realized. Staff will return with a memorandum describing role scope and cost before any hiring decision.
Council asked staff to return with additional analysis on a proposed master plan scope and budget; staff said a phased scope could reduce the quoted price and recommended using reserves if the council chooses to fund increased scope this year.
