Kelly reviewed the independent auditors’ report and said the auditors issued a clean opinion on the district’s financial statements. “It’s the highest opinion that they can provide,” Kelly said; the board moved and unanimously approved the audit.
Kelly also noted audit details including a partial boiler payment ($65,000 reported as a partial construction payment) and a new vehicle added in 2025. The audit letter included the recurring, expected observation that small offices will have segregation‑of‑duties limitations because of staffing size; Kelly said the finding is consistent with prior years.
On personnel policy, Kelly explained she updated the written policy to match wording in the union contract; the board moved, seconded and approved the change.
The board approved routine disbursements after Kelly and Stacy reported they are reconciling ADP payroll auto‑debits. The board also approved a local vendor quote for window blinds; the quote amount is recorded in the transcript unclearly as “$7.50 57” and was approved by motion.
Operations and compliance items discussed included an MPCA‑related question about whether the district must continue chlorinating a bypass discharge to the river (staff will await MPCA guidance) and planned sludge sampling for PFOS, fecal testing and metals. Greg reported that sludge in storage was recently measured at about 160,000 gallons compared with roughly 300,000 gallons last year, which has reduced hauling frequency.
The board set its next meeting for Tuesday, Aug. 18 and adjourned.
