The Gladstone City Council approved its consent agenda by a 5-0 roll-call vote, which included minutes, budget and department reports, awarding the annual street slurry-seal contract to BlackLine, and approval of an OLCC license application from the Gladstone Oak Lodge Rotary to operate the beer garden at the Gladstone Community Festival.
Councilor Garlington had pulled item 6 for clarification about an indication in the application that minors could be present in the beer garden. The applicant, Bob Everett of the Gladstone Oak Lodge Rotary, said minors have been present earlier in past years (and are not served alcohol), the beer garden location will move closer to the movie-in-the-park area, and volunteers will adjust fencing so children are outside the beer garden area after 8:00 p.m. Staff and the applicant confirmed food will be available as required by OLCC rules when alcohol is served.
Councilor Garlington moved approval of the OLCC license (item 6); Councilor LaBonte seconded. The motion passed by roll-call vote, 5-0.
