Lapeer County Properties Committee recommends janitorial contract, incinerator maintenance and software fees to full board

Lapeer County Properties Committee Chairman Bryan Zender called the meeting to order at 11:23 a.m. and recorded a slate of administrative recommendations to forward to the full board.
JT Anderson, Building & Grounds/Parks Director, presented bids for janitorial services at the Community Mental Health West Building and told the committee the recommendation was to proceed with RWK Services, Inc. for a one-year contract at a monthly cost of $2,050.65, to be paid from CMH funding pending approval by the CMH Board. "The bids were to be presented at the CMH Board this evening; this committee is recommending RWK Services, Inc. and authorizing the chair or vice chair to sign the agreement pending CMH approval," Anderson said.
Anderson also described the need for a comprehensive preventative maintenance inspection of the county animal-control incinerator to maintain warranty coverage. The committee recommended awarding that work to Burnz-well, Inc., at a cost not to exceed $4,750, to be charged to line 225-431-977.000. "This is required in order to keep the warranty; this is the last year on the warranty and we are exploring alternatives for preventative maintenance next year," Anderson said.
On surplus property, Anderson reviewed an itemized list of county items proposed for the spring online auction; Ian Kempf asked that a cooler at the Lamb Steel Building be included. The committee recommended authorizing Building & Grounds to sell items no longer needed or used by county departments at public auction.
County Controller/Administrator Moses Sanzo briefed the committee on ongoing software needs during the county's transition to BS&A. Sanzo explained that ASI Systems services and licensing will still be required and discussed which licenses and services must continue. The committee recommended adopting the Annual Financial Software License and Support Fee Schedule from ASI Systems, Inc. for the period April 1, 2026 through March 31, 2027, as presented in the agenda packet.
Jillian Clark, Support Services Office Manager, reported on a recent Michigan Department of Natural Resources (DNR) visit to the Norway kayak launch. Clark said the DNR questioned signage at the site and noted the launch is on state land with no current lease to the county; the committee agreed it would be best to allow the state to manage maintenance and access. "Per the conversation with the DNR...it would be best to allow the State to manage the site as it is on State land," Clark said.
All procedural motions on the agenda — including agenda approval, minutes approval and the motions described above — were moved and supported and recorded as "motion carried" in the minutes; the committee did not record roll-call vote tallies in the transcript. The meeting adjourned at 11:35 a.m.
The committee's recommendations will be forwarded to the Lapeer County Board of Commissioners for final action; the janitorial contract recommendation is pending separate CMH Board approval that evening.
