Properties Committee backs referral to accept two state mapping grants before May 15 deadline

Sarah Whaley, the county’s emergency management official, told the Properties Committee on April 23 that two Michigan Public Safety Critical Incident Mapping competitive grants would produce blueprint-style maps of the county’s high‑use buildings to support incident response. Whaley explained how buildings were selected and described the square‑footage and mapping process, and committee members asked that the properties designated as “priority 1” and “priority 2” be reviewed again at a later properties meeting.

Ian Kempf moved and Chairman Bryan Zender supported a recommendation to the Full Board to refer acceptance of the priority‑1 grant partnership agreement in the amount of $10,240 to the Committee of the Whole on May 14, 2026, with authority to act because the grant acceptance deadline is May 15, 2026. The motion carried. Kempf made a separate, similar motion—also supported by Zender—to refer acceptance of the priority‑2 grant partnership agreement in the amount of $10,578 to the same May 14 Committee of the Whole meeting; that motion likewise carried.

The committee did not record a roll‑call vote in the minutes; motions are recorded as “motion carried.” The committee asked staff to provide a later review of the specific buildings listed in the priority 1 and priority 2 groupings so members could confirm which facilities would be mapped. The referral places final acceptance before the full Board and grants staff the authority to act within the Committee of the Whole to meet the state deadline.
