Properties Committee delegates ARPA decision authority to Committee of the Whole through 2026

The Lapeer County Properties Committee voted Jan. 22 to give the Committee of the Whole authority to act on American Rescue Plan Act (ARPA) matters through Dec. 31, 2026, intended to keep remaining projects moving within federal timelines.
Buildings & Grounds/Parks Director JT Anderson said remaining ARPA projects have experienced delays and staff requested broader authority through 2026 so work can continue. The committee approved a motion by Commissioner Kevin Knisely, supported by Ian Kempf, to delegate ARPA decision-making authority to the Committee of the Whole, with the Properties Committee continuing to review projects before they advance to the Committee of the Whole or Full Board. Finance will provide an update on ARPA funds at the next Properties Committee meeting.
The delegation is intended to ensure ARPA funds are spent and accounted for by the end of 2026 in accordance with federal requirements.
