County signs agreement with NRCS to pursue design and environmental assessment for Utahaba Dam rehabilitation

Weber County commissioners approved an agreement on July 21 with the U.S. Natural Resources Conservation Service (NRCS) for a supplemental watershed plan and environmental assessment for the Utahaba Dam rehabilitation project.
Ashley Tolman said the dam provides an emergency buffer for the North Fork watershed but has exceeded its design life, with concrete deterioration and periodic overtopping during large runoff events. The dam sits across property owned by the Durfee Creek Homeowners Association, a nearby Baptist camp, and county property; staff said easements or property-rights agreements will be required before construction funding can be pursued. Tolman estimated the county’s participation in construction would be under $2 million and suggested in-kind work or state grants could be used to meet local match requirements.
Commissioners asked staff to coordinate design work with park managers to avoid permanent impacts to North Fork Park. Staff said no permanent closures are planned; construction impacts would be temporary. A motion to approve the NRCS agreement passed by voice vote; staff will pursue design funds and next steps in the environmental review process.
