Gold Hill advisory committee endorses seasonal park-hours resolution and discusses enforcement

The Gold Hill Parks & Recreation Advisory Committee recommended a resolution to the city council that would set seasonal park hours and provide an enforcement mechanism for after-hours loitering and parking.

Staff presented recommended hours by season — spring (March 1–May 31) 7 a.m.–8 p.m.; summer (June–August) 6 a.m.–9 p.m.; September–November 7 a.m.–7 p.m.; winter 8 a.m.–6 p.m. — and noted the hours are intended to be permissive and flexible for special events or operational needs. “We passed ordinance 25 dash o 7 that allows the hours to be set by resolution,” a staff member said, explaining why the advisory committee can recommend hours by resolution.

Committee members debated date boundaries (for example, whether to use October 31 or November 30 cutoffs), whether to align with a 30-minute incremental approach used by neighboring units, and the effect on early-morning users and outfitters who launch boats on the river. Members asked staff to consult the Oregon Marine Board and outfitters about impacts on guides who may want earlier launches.

On enforcement, staff said the draft resolution would allow sheriff’s officers to warn and, if necessary, treat post-hours loitering as trespass and enforce in accordance with code or state law. Members discussed whether signage should be permanent with changeable time inserts to allow flexibility while limiting replacement costs.

The committee moved and approved a recommendation to send resolution 25 R 44 to the city council.

What’s next: staff will consult state agencies and finalize language before sending the recommended resolution to city council.
