Commissioners adopt resolution closing DCNR grant and name BCDA to lead outdoor recreation coordinator role

The Bedford County Board of Commissioners voted May 13 to adopt Resolution #05.13.25, formally closing out a Pennsylvania Department of Conservation and Natural Resources (DCNR) Community Conservation Partnerships grant (contract BRC-TAG-29-213) and designating the Bedford County Development Association (BCDA) as the countywide organization to lead coordination for a proposed outdoor recreation coordinator.
Jennifer Marsh of BCDA presented the resolution, said the project had "no cost to the county," and read the resolution into the record. The resolution references a March 2025 feasibility study (the Bedford County Outdoor Recreation Coordinator Feasibility Study) that evaluated the need for a countywide organization to coordinate trail planning, grant-writing technical assistance, capital planning and networking among trail organizations and other outdoor recreation entities. The study recommended that BCDA serve as the countywide coordinator and recommended funding the coordinator in part through a DCNR Circuit Rider Grant; the board ratified that outcome by approving the resolution.
The resolution notes a Cooperation Agreement between the board and BCDA executed March 11, 2025, for the joint administration of the DCNR Circuit Rider Grant. The board's approval closes out the referenced grant contract and confirms the completed study as acceptable under the contract's terms.
BCDA representatives present included Jennifer Marsh and Katie Bullington; Marsh read the resolution and introduced the BCDA staff member who will support the effort. The board approved the resolution with no county cash match reported during the reading. The action moves the county toward implementing a countywide outdoor recreation coordination role to support trail planning and grant seeking across Bedford County.
