Bedford County commissioners approve multiple agreements and personnel actions; Stiles objects to hiring Campbell Durrant

The Bedford County Board of Commissioners on May 13 approved a slate of routine county actions, including minutes, expenditures, several purchase-of-service agreements for Children & Youth Services (CYS), a one-year space agreement with Central Counties Youth Center, the closeout of a DCNR grant and related resolution, and multiple personnel transactions.
Commissioner Winck moved and Commissioner Baughman seconded approval of the April 8, 2025 minutes and the listed expenditures; the motions carried. Treasurer Melissa Cottle reported payroll and disbursement figures, including payroll runs of $425,532.32 (April 18) and $438,758.60 (May 2), and account line items for CYS, CDBG and liquid fuels.
On child welfare contracting, the board approved a purchase-of-service agreement between Bedford County Children & Youth Services and the Juvenile Probation Office for the period July 1, 2024–June 30, 2025, and approved contracts with Taylor & Taylor Group Home, LLC and PureLux Homes, LLC for the same period. The board also approved engagement agreements with Heather Dawn Sipes (program facilitator) and Karen Hendershot, Esquire, as recommended by Chris Gresko, administrator for Bedford County Children & Youth Services.
The board approved a Space Available Agreement with Central Counties Youth Center for a one-year term, following a recommendation from CYS leadership.
Commissioner Baughman moved to approve an engagement fee agreement between Bedford County and law firm Campbell Durrant, P.C., effective April 23, 2025; Commissioner Winck seconded. Commissioner Stiles opposed the motion, saying he "felt this is a timing issue and more due diligence needed to be done." The motion nevertheless passed.
The board adopted Resolution #05.13.25, closing out the Pennsylvania Department of Conservation and Natural Resources (DCNR) Community Conservation Partnerships grant contract (contract BRC-TAG-29-213) and confirming the Bedford County Development Association (BCDA) as the countywide organization to lead an outdoor recreation coordinator role funded in part through a DCNR Circuit Rider Grant; BCDA representative Jennifer Marsh said there was "no cost to the county" and read the resolution.
Personnel actions presented by department heads were approved, including several new hires, transfers to full-time status, and separations across sheriff’s office, corrections, veterans affairs, court administration and probation. Commissioner Winck asked that certain CYS transfers for Independent Living be formally placed on an upcoming agenda.
Commissioner Winck told colleagues he supported the decision to retain Campbell Durrant, citing what he called a more affordable option and smoother negotiations with the sheriff’s union. At 10:26 a.m. the board adjourned; the next regular meeting is scheduled for June 10, 2025, in Room 303 at the Bedford County Government Building.
