The Cumru Township Board voted to appoint William “Don” Westbrook of Westbrook Enterprise as co‑primary sewage enforcement officer (SEO) for the remainder of 2026 as part of a planned transition announced by incumbent SEO Jeff Warmcastle.
Jeff Warmcastle, who introduced himself and his firm, said he is preparing to retire and arranged for Westbrook — a newly certified SEO with long experience as a septic installer — to take over client services so incumbents would not face service interruptions. “I’m about ready to retire,” Warmcastle said, and added he will remain available during the handover to answer questions and provide backup.
Westbrook told the board his goal is “to provide the township and its constituents with consistent service and to protect their water system,” and said he has already been conducting sewage management program inspections under Warmcastle’s oversight. The board moved to appoint Westbrook as a co‑primary SEO for the remainder of 2026; commissioners explained a formal primary appointment would occur as part of the 2027 reorganization if all goes as planned. The motion passed by voice vote.
The transition plan calls for Warmcastle to provide continuity while Westbrook assumes reporting and invoicing responsibilities and supplemental inspections, and for the board to revisit permanent appointment during its regular reappointments cycle.
