Staff and council emphasized the ordinance implements state requirements and does not expand them beyond what the statute requires.
• Nebraska Avenue / Railroad Square: On second and final reading the council adopted Ordinance 20 26 23 51 to designate Nebraska Avenue between Adams Street and Grand Boulevard as a westbound one-way street and to prohibit parking there (except emergency vehicles) to improve pedestrian safety amid downtown improvements. Council discussed delivery access and enforcement; staff said businesses had been notified and that daytime deliveries would be accommodated.
• Sewer rehabilitation contract: The council approved a piggyback agreement with Inliner Solutions LLC for cured-in-place lining of approximately 2,700 linear feet of 8- and 10-inch sewer mains at a not-to-exceed cost of $174,159.57. Staff described cracking, infiltration and root intrusion in aging clay pipe and recommended the rehabilitation to reduce future failures and maintenance costs.
• Interlocal service boundary agreement with Pasco County (recreation): Council approved a resolution initiating discussions under the Interlocal Service Boundary Agreement Act to invite Pasco County to negotiate a municipal service area for recreation services (stage 1 of the statutory process). Staff outlined the statutory timeline: a 60-day county response period and up to six months of negotiation; participation by other municipalities and special districts will be required for notice.
• Board reappointments: Council reappointed Dr. Donald Kadel to the Land Development Review Board through April 6, 2029, and reappointed Renee Tyner to the Library Advisory Board for a second three-year term.
Most votes on these items were recorded by voice as "five aye, none opposed." Council discussion tended toward implementation details and communications with businesses and residents; staff indicated more detailed follow-up or ordinance drafting may be brought back to the council where necessary.
