Edmond staff previews comprehensive-plan updates tied to upcoming Unified Development Code; residents press enforcement questions

City planning staff on July 21 introduced proposed updates to Edmond's comprehensive plan (referred to in the meeting as the "admin plan") that would align plan categories with a Unified Development Code (UDC) the city expects to adopt this fall.

Hannah Nolan, the long-range planner, said the admin plan currently contains 23 plan categories that guide land-use decisions and that the UDC will reduce the number of zoning districts from roughly 30 to about 10, prompting staff to recommend updates and possible consolidation of some plan categories. Nolan asked commissioners for feedback and said staff will return for additional discussion and direction.

During citizens' comments, Taylor Wilson asked who is responsible for enforcing the plan's color-coded "stoplight" assessments (green/yellow/red) and how enforcement will be coordinated with council and planning staff. Dan O'Neil of the Edmond Neighborhood Alliance said roughly 90.5% of current zoning in Edmond is now PUDs and argued that prevalence weakens the stoplight system's predictive value and complicates enforcement.

Nolan and staff did not announce immediate changes but said the admin plan update is intended to align the plan's categories with the UDC's new districts and to clarify how plan guidance maps to zoning. Staff invited commissioners and the public to review the plan material and return comments; staff will present a fuller discussion at a future meeting.

The presentation was informational; no formal action or vote on the admin plan occurred at the July 21 meeting.
