Council approves $1.56M oxidation-ditch rehab, reconditions clamp press and rejects two sole bids at wastewater plant

The council approved multiple wastewater plant procurement decisions, including a not-to-exceed $1,558,500 award to EZ Contracting LLC for rehabilitation of Oxidation Ditch No. 3 and a $317,620 award to Alfa Laval Inc. to recondition the facility's clamp press. Staff said those projects are part of the utility master plan and that funding is available in the water pollution control account, with Pasco County contributing roughly 42 percent of some project costs.
Public works director Colin Eichenmueller described the oxidation-ditch scope (aerator units, gearbox, weir gates, coatings) and said the plant's major components need replacement every 20—30 years. He explained reconditioning the clamp press was more cost-effective than full replacement and estimated long-term savings compared with a new unit.
The council also voted to reject two sole bids submitted by Razorback LLC for separate items: clarifier No. 3 rake-and-plow refurbishment (bid $309,164, ~165% over budget) and sludge thickener rake-and-plow refurbishment (bid $200,680, ~100% over budget). Staff recommended reworking the bid specifications and rebidding to attract more competitive proposals.
All procurement motions passed by unanimous voice votes. Councilmembers asked clarifying questions about cost allocation, flows billed to Port Richey, and timing for a rate study; staff indicated a rate study would be appropriate given rising operational costs.
