Richmond selectmen approve payroll and town agreements; Shearer case closed

At their July 20 meeting, Richmond selectmen approved payroll and ACH payments, signed a propane price-protection agreement and a Veterans Hall rental, approved a library painting estimate, reviewed tax-deeding guidance, and were notified that Shearer v. The Town of Richmond was decided for the town with the Supreme Court appeal denied.
The Richmond Board of Selectmen met July 20, 2026, and approved routine town business, including payroll and vendor payments, while signing several agreements and receiving a court case update.
Selectman Douglas Bersaw moved and Selectman William Daniels seconded approval of the check detail dated July 20, 2026, covering the week of July 10–16, 2026, in the amount of $6,733.32 for payroll and accounts payable; the Board approved the motion. Bersaw moved and Daniels seconded a separate approval for ACH payments dated July 20, 2026, totaling $744.08 for accounts payable; the Board approved that motion as well.
Daniels signed a Price Protection Agreement with Ciardelli Fuel that sets a propane price of $2.289 per gallon for town buildings for the 2026–2027 season. Daniels also signed a rental agreement for the Richmond Veteran's Hall for an event scheduled Sept. 26, 2026.
The Board reviewed and approved a painting estimate from the Richmond Public Library to touch up the building paint and to paint the shutters; Daniels moved and Bersaw seconded the approval.
Administrator Susan Harrington provided the Board with an article from the New Hampshire Municipal Association on tax deeding that had been supplied by Tax Collector Steve Boscarino, and the Board reviewed the guidance.
The Board discussed an email from the law firm Drummond Woodsum concerning the ongoing case Shearer v. The Town of Richmond. According to the information reported to the Board, the case was decided in the Town's favor and the appeal to the Supreme Court was denied, closing the matter.
A separate Zoning Compliance Certificate Application for Map 408 Lot 061 was submitted; Selectman Bersaw will visit the construction site and report his findings to the Board at next Monday’s meeting.
The meeting opened at 5:30 p.m. and adjourned at 5:50 p.m.
