Staff presenter Mr. Gannon described the scope of work at the property, saying the interior upgrades center on HVAC replacement — removing window air units and installing mini-splits — and that the exterior work includes replacing awnings and repainting the building. “They’re gonna get rid of all those and do mini splits throughout the building,” Mr. Gannon said.
The grants were on the consent agenda but had been pulled for discussion. After procedural clarification and a check for public comment, members moved, seconded and voted; the result was announced as five in favor and none opposed.
Some members pressed for a review of the city’s grant-management approach. One director said the city should revisit how grants are structured so a single building with multiple addresses does not receive multiple awards in a way that produces duplicative benefits, while also affirming support for rehabilitation of older downtown buildings. “We need to discuss these grants and come up with a better plan,” the director said.
City staff provided amounts and match details during the discussion: two commercial interior grants at $25,000 each, an exterior (façade) grant of $18,015, and a 50% matching requirement for the exterior grant. Staff also stated the applicant expects roughly $104,000 in interior improvements.
The meeting record shows the motion carried with all members present voting in favor. No public comments were recorded on the item before the vote. The body moved on to other business after the approval.
