Council approved staff's recommendation to award ITB26-014 for the Fire Station No. 1 hardening project to Qualis General Contractors LLC at a bid price of $719,203, the lowest responsive bid. The project will be financed with a U.S. Department of Housing and Urban Development (HUD) grant of $572,005 and a local match of $397,495, producing a total project budget of $969,500.
City staff described the planned improvements: roof replacement, bay and exterior doors, window replacements, brick and grout repairs, bathroom renovations, and installation of an 85-kilowatt generator to improve the facility's resiliency in storms. Staff reported five bids were opened with a range from $719,203 to about $990,047 and said Qualis General Contractors had previously completed a successful rec center bathroom renovation for the city.
Council asked whether firefighters would be displaced during construction; staff said the plan is to work around the station and not displace personnel. The council approved the contract award by unanimous vote.
Staff will return with contract documents and implementation timing as the project moves into procurement and construction phases.
