Bedford County approves $208,743 in CDBG allocations, applies for $86,472 housing rehab grant

The Bedford County Board of Commissioners on July 8 approved allocations of 2025 Entitlement Community Development Block Grant funds for two water infrastructure projects and authorized a separately funded housing-rehabilitation application for Bedford Township.
Commissioner Deb Baughman moved and Commissioner Winck seconded approval to allocate $160,211 to the Borough of Everett Municipal Authority (BEAMA) for waterline pumps and valves replacement and $48,532 to Hyndman Borough for Waterline Replacement Phase VI. Jeffrey Fellers, the county CDBG administrator, said the Planning Commission ranked projects and recommended funding those two priorities. Both motions passed.
The board also approved filing a 2025 CDBG application, on behalf of Bedford Township supervisors, for a Housing Rehabilitation project serving low-to-moderate-income homeowners for $86,472. Fellers described the application as the standard process the county completes when applying on behalf of townships.
Separately, the commissioners re-appointed Jeffrey Fellers as the county’s Section 504 Officer, a designated role to oversee federal grant compliance and nondiscrimination requirements for county-administered programs.
The approvals followed staff presentations and were made by unanimous motions recorded during the meeting. The board adjourned at 10:16 a.m.; the next regular meeting is scheduled for Aug. 12, 2025.
