Chair (speaker 2) told the council that the water pipe across the bridge "will most likely exceed 600,000," and that ODOT has a transportation loan program the city may be eligible for depending on the scope of work. He said ODOT plans preparatory work over the coming year to shore up the bridge before deck replacement, and that the prep work would likely require staged closures when crews remove the deck.
The chair urged the council to consider installing a sleeve during ODOT’s work to make it easier and less costly to extend utilities later. "That's part of why I wanted that sleeve," he said, noting that short-term higher cost could save money compared with retrofitting utilities later.
The council discussed funding, noting that the piping under consideration has an estimated 50-year lifespan and that loan repayment would generally start about five years after installation. The chair said the city has a $100,000 spending limit for certain expenditures and that larger contracts or commitments would require additional approvals and negotiated agreements.
On utilities, the chair said Avista has three options under review to get gas across the river and has been invited back to present them. Separately, he explained that Valley Sewer (described in the transcript as RBSS/VSS) is pursuing an independent sewer project tied to a recent annexation and that the city does not operate sewer service directly.
Chair said ODOT is expected to present a project update at the council’s February meeting; the council requested more detail on timing, closure impacts and funding eligibility before committing to city-side work.
The meeting also included a brief announcement about a recent local water leak; the chair said water would be replaced but gave no detailed timeline.
