Gold Hill council reviews two code amendments to designate city manager and clarify abandoned-property enforcement

The Gold Hill City Council reviewed two ordinance amendments Tuesday that would revise who the city’s code identifies as the administrative official and clarify enforcement authority for abandoned or unoccupied properties.

Chair (speaker 2) presented Ordinance 25-09 on its second reading, saying the draft replaces references to a generic administrative official with the city manager or a designee and shows the new language in bold while striking prior text. The change is intended to align the municipal code with current administrative practice, the chair said. "The 2nd reading of a document... in the bold the new language and then the portions that are crossed out," the chair stated during the presentation.

Councilors also discussed Ordinance 25-10, amending Title 10, Chapter 16 to address abandoned and left-unoccupied properties. Chair noted the draft adds code-enforcement language for properties on public lands and clarifies where notices should be posted. The chair said the draft refers to an officer charged under agreement B and that the council previously adopted code allowing limited volunteer roles related to enforcement.

Council members asked clarifying questions about posting requirements and whether the changes would affect private-property towing practices or overnight restrictions. Chair said the item was informational at this meeting and that supporting materials would be emailed to councilors before any vote. "As it's not being voted on tonight, I will make sure I email that out to you," the chair said.

No formal vote was taken on either ordinance at this meeting. The council did not adopt changes and left the items on the agenda for future consideration; staff were asked to provide the updated language and any annotations before the next meeting.

The council will revisit the ordinances after members receive the updated drafts and additional clarifying information from staff.
