City Manager Lily presented the amended resolution, noting the parks advisory committee had recommended adjustable hours that change by season and that an electric gate at the Gold Rogue Sports Park allows staff to control access. Staff said the sheriff's office requested clear numeric hours rather than vague "dusk-to-dawn" language so deputies can enforce trespass or loitering rules consistently.
Council discussion focused on whether four seasonal blocks (spring, summer, fall, winter) would confuse the public. One councilor said moving between mid-month dates felt convoluted; others argued the seasonal blocks better reflect daylight changes and can be posted on signs and the city website. Staff said signs will display the effective date ranges and times and that staff can adjust and revisit the resolution if it proves impractical.
Councilors also raised skate-park concerns, with staff reporting recurring glass and after-hours issues at that facility; staff emphasized that walking through the park on the bike path is not loitering and will remain allowed. Emergency-service access will be maintained through programmed gate codes.
A motion to adopt Resolution 25R-44 as amended passed by roll call. The resolution goes into effect immediately; staff said the policy can be revisited if enforcement or public confusion requires changes.
