County administrator says sewer‑district governance review underway; fairgrounds architect meeting scheduled

Administrator Amy told the Morrow County Board of Commissioners on July 20 that the county has begun a review of sewer‑district governance and operator arrangements to better manage growth and services.
Amy said staff are exploring the possibility of moving services from the current "6117" arrangement to a "6119" structure. She said the county had its first substantive sit‑down with the current operator and partner organizations, and staff will take an inventory of documents, assets and agreements and schedule a tour of facilities. "I think they're gonna do a scheduled tour of our plans here soon," Amy said, adding that the review is still "way too early" for public rollouts or firm timelines.
Amy also reported on fairgrounds planning: she said the county met over the weekend with fair‑board members and the fair manager and will have a first meeting with the architect the following day to move conceptual drawings toward detailed plans. "That's a good step in the right direction," Amy said of the architect meeting.
Commissioner Siegfried noted community engagement items, including attending the Sullivan Library centennial celebration, where the library received proclamations from state leaders.
No formal motions or votes were taken on sewer‑district governance during the meeting. Commissioners directed staff to continue the inventory and planning process and to report back with findings and any recommendations for formal action.
The board adjourned after completing remaining agenda items.
