On item 11(e), staff and counsel explained the village reissued a TDR request for proposals and received a single bidder tied to the contract purchaser for 7915 East Drive. Counsel said the bidder would be authorized and the manager would be allowed to negotiate documents to effectuate transfer to the contract purchaser. Commissioner Darrow recused himself from the matter due to prior assistance to the applicant. The commission approved the TDR sale by roll call, 3–1 (Commissioner Acosta voted no).
On item 11(h) the commission authorized $69,648 to Dock and Main Construction Corporation for a kayak launch and directed staff to return in January with details on up to $85,000 in additional improvements before the commission authorizes that extra spending. The motion to bifurcate and approve the initial contract passed on a roll-call vote among the commissioners present.
The commission approved a modified site plan for Village Hall to add a sixth floor to accommodate police and public services; staff said they anticipate groundbreaking in late June or early July and are preparing documents to secure a $2,000,000 county tranche at that time.
On zoning, the commission approved on first reading an amendment to allow a 30-foot (three-story) height bonus in specified T6 transect zones paired with a contribution calculated at $100,000 per vertical linear foot due within 60 days of site-plan approval. Planning and zoning had recommended additional review of the community-contribution fee; commissioners discussed municipal exposure and clarified that the carve-out in the ordinance treats this bonus differently from other bonuses.
The commission also approved an ordinance to establish village departments (including a new Department of Community Engagement) and announced the appointment of Willie Torres as its director. Separately, the commission adopted an ordinance establishing reasonable-accommodation procedures and a process for certified recovery residences as required by state law; planning and zoning board feedback (spacing, application fees, occupancy limits) will be considered for potential future amendments.
No substantive litigation or arrests were announced; the village attorney reported the conclusion of a prior lease litigation with settlement and dismissal and said an appeal by the property owner remains pending in the appellate court.
