Three Oaks parks board recommends Music in the Park accommodations, addresses park maintenance and safety concerns

Parks and Recreation Chair Ira Johnson called the Village of Three Oaks board to order at 6:58 p.m. on Jan. 6, 2025, and the board voted to recommend that the Village Council accommodate Music in the Park performances for the 2025 season. The motion was made by board member Joan Brown and supported by board member Larry Shawver and was approved by the board.
The recommendation follows a report from Joan Brown that she had met with the Music in the Park board about the village’s $100-per-performance charge for 12 summer dates in 2025; the minutes note June 13 and Aug. 30 as two of the listed dates. The board approved the recommendation to ask the Village Council to enter into an agreement to accommodate those performances.
Board members also approved a procedural wording change to the Parks and Recreation Board Rules and Procedures (8/7/23 update): the final sentence of Section E, “Annual Obligations,” will replace the word “decision” with “recommendations.” The change was agreed during review of distributed rules and procedures.
On park maintenance, the chair reported additional ornamental grasses for Chamberlain Path had been purchased and will be planted in the spring; he said he inspected the trench dug for a utility easement and found no apparent damage to the garden. At Dewey Cannon Park the board agreed small LED holiday lights would be removed on Feb. 15; the minutes describe the lights with the phrase “through aways,” which is included as written in the record.
During public comment, resident Sherry Truck raised concerns about snowmobile traffic through Watkins Park and questioned the placement of a porta-potty. Village Manager Dan Faulkner told the board he would review the situation with those who might be responsible. Faulkner also updated the board on ongoing discussions about a potential village parking lot at 111 Elm and provided an update on village water.
With no further public or board comment, the board adjourned at 8:40 p.m.; the motion to adjourn was made by Joan Brown and supported by Mike Springer. The board’s recommendation on Music in the Park will be forwarded to the Village Council for consideration.
