Heritage Pines CDD approves goals under HB7013, accepts unaudited financials and addresses maintenance concerns

The Heritage Pines Community Development District board approved a Goals and Objectives and Performance Measures/Standards & Annual Reporting Form at its Sept. 17, 2024 meeting to comply with HB7013’s special-district reporting requirements. District Manager Chuck Adams told the board the first report is due Dec. 1, 2025 and will likely be presented with the annual budget adoption.
On that motion, the board voted unanimously to approve the goals and reporting form.
The board also accepted unaudited financial statements as of July 31, 2024. District Manager Adams said the statements reflect the unbudgeted purchase of a new mower; the board agreed to add consideration of opening an investment account with BankUnited to the next meeting agenda.
Supervisors discussed multiple maintenance issues. Carol Vaughan complimented the appearance of the front property and Paleo Park and asked that staff consider installing another bench; Grounds Superintendent Tim Gatz will meet with her to determine placement. Supervisor Michael Walsh reported that work at a residence near Pond 16—an installed pool and cage—appeared to encroach on the EDRA and damaged the bank; staff said homeowners are responsible for damage and will monitor ongoing construction and address issues with the homeowner when appropriate.
Walsh also asked about changing the timing and frequency of cutting grass in selected retention areas adjacent to the golf course, noting that shifting resources from one area can impact others and that May through October are the peak months for complaints. Adams said he will request a proposal from an outside contractor to address algae problems on Ponds 7, 5 and 11.
The board approved corrections to the July 16, 2024 public hearing and regular meeting minutes and adopted the amended minutes.
Staff reported to-do items including sign repair (painting remaining) and twice-annual park mulching beginning in October 2024; A to Z will be asked to remove two trees hanging over houses pending confirmation. The next CDD meeting was set for Oct. 15, 2024 at 2:00 p.m. The meeting adjourned at 2:37 p.m.
