Heritage Pines CDD approves stump grinding at 11453 Heritage Point Drive, reviews NWRA-33 wetlands cleanup

The Heritage Pines Community Development District Board of Supervisors voted unanimously Feb. 18 to hire A‑Z Tree Service, LLC to remove and stump-grind a hazardous tree on CDD property behind 11453 Heritage Point Drive for $600.
Resident Tom Martin told the board he was concerned about a dead tree near his property at 18906 Rolling Hills Loop that has been present "for two or three years" and described the site as an "eyesore." Don Brothers, another resident, said a damaged, invasive tree and a debris pile behind 11453 Heritage Point Drive posed a hazard to nearby homes during hurricanes if not removed.
Kathleen Lonergan, chair, read aloud a scope of work submitted by Environmental Solutions for wetland NWRA-33 that the board has previously approved in amended form. Lonergan said the ES work will focus on "removal and disposal of several dead or dying bushes around the perimeter and wetland NWRA-33, specifically including the two dead oak and maple tree branches," and that crews will "not be able to eliminate the vines because they are up in the canopy, but we will be able to knock them back meaningfully." District Manager Chuck Adams said the ES task is a more hands-on approach while A‑Z uses a forestry mulcher and that the two proposals differ in intensity and method.
On a motion by Michael Walsh, seconded by Stephen Putman, the board approved the A‑Z Tree Service estimate to "Remove with Stump Grind" behind 11453 Heritage Point Drive in the amount of $600. The motion carried unanimously.
The board also reviewed and accepted the unaudited financial statements as of Dec. 31, 2024 after District Manager Chuck Adams answered questions about the BankUnited investment account and current interest rates. That item passed on a motion by Arthur Rhodes, seconded by Michael Walsh, with all in favor.
The supervisors approved the Dec. 10, 2024 regular meeting minutes as amended (including correcting the spelling of "Vaughan" and other line edits) on a motion by Michael Walsh, seconded by Carol Vaughan. The board noted several ongoing to-do items and that staff will resend the financial statements to supervisors for review.
Adams reported that quotes are being obtained to repair a damaged cover from a moving truck; that discussion will be placed on the next meeting agenda. The board set its next regular meeting for April 15, 2025 at 2:00 p.m. The meeting adjourned at 2:24 p.m.
