Cudahy council adopts ordinance on outdoor-party extensions; Jason Litkowiec elected council president

The Common Council of the City of Cudahy adopted Ordinance No. 2429 on April 19, 2016, updating the municipal code's newly re-codified Section 8-134 on extension of premises for outdoor parties. The action took place at a regularly scheduled meeting at the Cudahy Municipal Building and passed on a unanimous roll-call vote after a motion by Alderperson Moralez and a second by Alderperson Johnson.
The ordinance changes were the meeting's most substantive policy item. Council members did not record debate in the minutes beyond the motion and the roll-call result. The ordinance was moved and seconded on the floor and, per the minutes, the motion "carried unanimously," approving the updated language governing outdoor-party extensions in the municipal code.
The council also considered a permit request from Mr. Alex Ahmad of City Lounge to use the city-owned parking lot at 3462 E. Squire Avenue for the two-day City Limits Fest 2016. After discussion, the council asked the City Attorney to review band contracts to determine whether they meet a family-friendly standard. A motion by Alderperson Moralez, seconded by Alderperson Johnson, approved the parking-lot use and the two-day event; Alderpersons Moralez, Johnson, Hollenbeck and St. Marie-Boelkow voted "aye" and Alderperson Litkowiec abstained.
Mayor John Hohenfeldt presented appointments of alderpersons to several council committees and boards. MOTION BY ALD. LITKOWIEC, SECOND BY ALD. ST. MARIE-BOELKOW to approve the mayor's committee assignments carried unanimously. In the same session Alderperson Hollenbeck nominated Alderperson Jason Litkowiec for Common Council president; a motion by Alderperson Hollenbeck, seconded by Alderperson Moralez to elect Jason Litkowiec carried unanimously.
The council approved a set of ceremonial and administrative resolutions, all by unanimous roll-call vote: Resolution No. 7028 recognizing Mary Schissel's nine years as Second District Alderperson; Resolution No. 7029 recognizing Richard Bartoshevich's six years as Fifth District Alderperson; Resolution No. 7030 recognizing Patricia Jursik's nine years as 8th District Supervisor, Milwaukee County; Resolution No. 7031 approving a Certified Survey Map for 6001 & 6055 S. Ace Industrial Dr.; and Resolution No. 7032 approving a Certified Survey Map for 1900 E. College Avenue.
A procedural item taken off the consent agenda — the Rules, Laws & License Committee minutes — was approved after separate consideration. Alderperson Moralez moved and Alderperson Johnson seconded approval; the roll-call vote recorded Alderpersons Moralez, Johnson, Litkowiec and St. Marie-Boelkow as "aye" and Alderperson Hollenbeck abstaining. The minutes also note two brief attendance absences during the meeting: Alderperson Hollenbeck left at 7:10 p.m. and returned at 7:12 p.m.; Alderperson Litkowiec left at 7:13 p.m. and returned later.
The meeting concluded with a motion to adjourn by Alderperson Litkowiec, seconded by Alderperson St. Marie-Boelkow; the motion carried unanimously and the meeting adjourned at 8:15 p.m. The minutes were certified as passed and approved on May 3, 2016.
