Dawson County commissioners approve transmittal of draft Capital Improvements Element 2024 annual update

The Dawson County Board of Commissioners voted on Aug. 7 to transmit the draft Capital Improvements Element (CIE) 2024 annual update to the Georgia Mountains Regional Commission for regional and state review.
Community Development Director Richard Osborne said the document is “an annual impact fee financial report for 2024, along with the updated community work program,” and described it as reflecting earlier action in January to update impact fees and showing potential eligible projects scheduled for 2026–2030. Chairman Billy Thurmond opened the public hearing and, hearing no public comment, closed it before the board took its vote.
The board approved the resolution by a 4-0 vote, with Commissioner Chris Gaines making the motion and Commissioner Seth Stowers seconding. The update transmittal moves the draft to the Georgia Mountains Regional Commission for its review at the regional level and subsequent state review, the step required before any impact-fee–related changes would be final.
The county packet cites the annual financial report as an informational update on impact fees and a companion five-year community work program that identifies projects potentially eligible for impact-fee funding through 2030. The board did not receive public input during the hearing. Next procedural steps are regional review followed by any state-level review comments and potential local adoption of changes if required.
