Cudahy Common Council approves refunding bonds, ash-borer funding and multiple permits

The Common Council of the City of Cudahy on July 12 approved a set of routine but consequential financial and permitting items, including authorization for refunding bonds and funding for Emerald Ash Borer mitigation projects.
Mayor John Hohenfeldt called the meeting to order at 7:00 p.m. and the council heard two presentations: a recognition for the Fire Department from Flight for Life and an overview from Michael Harrigan of Ehlers and Associates about proposed refunding debt.
On motions from Alderperson Moralez, the council approved Resolution No. 7051, authorizing the borrowing of not to exceed $2,885,000 for storm water utility revenue refunding bonds (Series 2016E), and Resolution No. 7052, authorizing not to exceed $3,810,000 in taxable general obligation refunding bonds (Series 2016D). The council also approved Resolution No. 7053 declaring official intent to reimburse expenditures from borrowing proceeds. Each motion passed on recorded roll calls.
The council approved a series of consent and routine items including minutes, parade permits and liquor licenses. Notable routine approvals included a Class B Combination liquor license for Packard All Flava Bar & Grill LLC at 5132 S. Packard Ave., and a Class B Combination license for Fili’s Coffee at 5018 S. Packard Ave., both approved pending inspections or background checks. Parade permits were approved for Longrun Athletics LLC (July 28, 2016) and for the Cystic Fibrosis Foundation (August 14, 2016).
Council members approved entering an engineering contract with R.A. Smith for $3,500 to conduct the 2016 Illicit Discharge Screening of outfalls and investigation. The council also approved an agreement permitting Crown Castle to use city streetlight poles for installation of a small cell device, subject to review by the City Attorney.
On financing and grants, the council approved Resolution No. 7050 supporting authorization of a representative for the Safe Drinking Water Loan Program, and Resolution No. 7054, authorizing finance assistance to fund Emerald Ash Borer mitigation projects.
Public comment included a brief statement by Diane Zagrodnik of 6075 S. Elaine Ave. raising concerns regarding a dump; the minutes contain no further detail on that comment. The meeting adjourned at 7:35 p.m.
