City pushes clause tying adjustments to voter-approval rate; union objects

City staff presented a proposed clause on July 14 intended to protect long-term municipal finances if state legislation further limits property-tax revenue. Mr. Robert Cortinez framed the proposal as a safeguard against anticipated state actions that could reduce the city's revenue base.
"Our concern is based on what's going on in State Legislative, we've seen several, obviously, pretty significant impacts on the city financially," Cortinez said, arguing that the clause would allow City Council to approve any recommended adjustments. The city said adjustments would return to City Council for approval.
Local 51 rejected the proposal as written. "And looking at this as it's written, it's gonna be a no from this side," Jay Nicholson said, while adding that the union was willing to discuss points of clarification.
City staff asked the union to identify specific changes they would like; no revised language was adopted during the session. The item remains pending further negotiation.
