City negotiators introduced new Appendix G language July 14 that changes the department drug-and-alcohol response: an employee would be suspended for a period not to exceed 30 days after a first positive result, "concurrent with the commencement of an appropriate rehabilitation program," according to the city representative.
The union asked for time to review the wording before taking a position. "We're gonna take a moment to look over this," Jay Nicholson said, and the city paused further discussion to allow internal review.
The transcript records the proposed 30-day maximum and the linkage to an employee rehabilitation program but does not show a final agreement or any additional detail on who determines program eligibility, who pays for the program, or how return-to-duty is handled. Those operational details remain to be resolved in future bargaining sessions.
Negotiators scheduled a follow-up meeting next Thursday to continue work on unresolved items, including this proposed drug-and-alcohol provision.
