Airport engineer Brad Waller briefed council on two coordinated grant packages and an urgent equipment replacement. The primary request is a reconstruction of two airport taxi lanes estimated at $750,000 with a KDOT GRAMA request of $675,000 and a local match of $75,000 (10%). Waller explained the work is a reconstruction to meet code and is not an expansion of apron area.
Council approved a design contract with VINISH for the taxi‑lane project in a lump sum not to exceed $128,845; the contract assumes a 90% KDOT aviation match for design services. Council also authorized staff to apply for an additional KDOT aviation grant of up to $275,000 (90% KDOT) to add connectors and support the airport master plan, and it instructed staff to submit the paperwork before the month’s deadline.
Separately, staff reported repeated failures of an unattended FuelMaster credit‑card fuel system at the airport; replacement installation bids were discussed (~$14,000 installed). Council authorized application for an emergency KDOT Aviation grant for FuelMaster equipment and approved applying for emergency funding not to exceed $15,863.54 (motion passed by voice vote). Council directed staff to pursue grant submissions and noted the procurement and contracting steps will follow normal procedures if funding is awarded.
