Grove City Council unanimously approves home-occupation permit, event host agreements and several routine contracts

The Grove City Council on Jan. 20 unanimously approved a special-use permit allowing a massage-therapy home business at 204 E. 6th St., authorized several event and grant actions tied to Wolf Creek Park and surrounding trails, and handled routine administrative business.

Mayor Ed Trumbull opened the meeting at 4:30 p.m. and read proclamations recognizing Jan. 21 as PEO Sisterhood Founder’s Day and declaring January Human Trafficking Prevention Month. The council then opened and closed a public hearing on a special-use permit application filed by Michael A. Coon of Dead Tree Holdings LLC to allow tenant Amy Spangler to operate a home-occupation massage-therapy business at 204 E. 6th St.; with no questions or public comment, the council approved the SUP on a motion by Councilmember Andy Stewart, seconded by Marty Dyer (vote 5-0).

The council approved routine items including the Jan. 6 meeting minutes and the Purchase Order Register. It scheduled the 2026 city-wide spring clean-up for April 13–17 and the annual city-wide garage sale for May 1–3. Assistant City Manager Laura Davila told the council that e-waste disposal will not be offered this year because that service is provided only every other year.

On transportation and tourism items, the council approved a resolution authorizing submission of a Transportation Alternatives Program application to the Oklahoma Department of Transportation to fund planning and 30% schematic design for the Honey Creek to Wolf Creek Trail Connection Project. Members also approved two Host Agreements to bring tournament events to Wolf Creek Park: an MLFLW Toyota Series tournament March 26–28 and a Bassmaster Open Series event April 20–26.

Finance staff reported that concrete bid responses for the new police and fire stations varied widely and exceeded the project’s budget estimate. The council voted to reject those bids and direct staff to re-bid the concrete labor portion of the construction contracts.

The council awarded janitorial services for the Wolf Creek Expo to Statewide Commercial Cleaning and approved a lease allowing Abundant Hope to occupy the city-owned building at 206 Elk St. City Manager Darren Cook reported ongoing work on the Wolf Creek Expo, the new police and fire stations, and a new city park; he also noted a recent Cub Scout demonstration hosted by the Grove Fire Department. The meeting adjourned at 5:03 p.m.
