Gold Hill council adopts updates to 2026 planning fee schedule

On Jan. 20, 2026, the Gold Hill City Council voted to adopt Resolution 26-R-4, which amends the city's 2026 planning fee schedule to add fees that staff said had been omitted or not formally established. The change formalizes fees for minor partitions/replats, major partitions/replats and a fee for right-of-way street vacation procedures.
City Manager Lily Morgan told the council staff reviewed prior fee schedules and administrative costs and recommended updates to ensure the city recovered processing and technical review expenses. Morgan said the planning action fee for a major partition is already listed at $1,250; staff proposed $750 for a minor partition and a new $2,000 fee for right-of-way street vacations to cover staff time and supplemental review costs. "So these updates ensure the city's fee structure aligns with current administrative costs, resource requirements, and complexities of the land use code," Morgan said.
A councilor moved to adopt the resolution, another councilor seconded, and the council approved the measure on a roll-call vote. Councilors said the changes were intended to avoid subsidizing processing costs and to be transparent about the city's cost recovery approach.
Staff indicated the full adopted fee schedule is attached as an exhibit to the resolution and that most other fees had been adopted previously; the three highlighted items on the packet were the additions.
