Cudahy council approves debt measures, awards $879,939 sidewalk contract and OKs summer events

Mayor John Hohenfeldt called the Cudahy Common Council to order on March 1, and the council moved quickly through a series of financial and operational items, approving multiple borrowing resolutions, a project-plan amendment for Tax Incremental District No. 1 and a nearly $880,000 contract to replace hazardous sidewalks.

Greg Johnson of Ehlers & Associates presented presale reports for three planned financings: a $2,190,000 general obligation refunding bond (Series 2016A), $1,580,000 in general obligation promissory notes (Series 2016B) and up to $3,395,000 in redevelopment lease revenue refunding bonds for the Community Development Authority (Series 2016C). The council subsequently approved Resolution No. 7009 (Project Plan Amendment for TID No. 1) and initial resolutions authorizing the issuance or refunding of those borrowings (Resolutions No. 7010, 7011 and 7012). Alderperson Litkowiec moved the TID amendment; Alderperson Bartoshevich and Alderperson Hollenbeck are recorded as movers and seconders on the other resolutions. All votes on these items carried unanimously.

The council awarded the 2016 Hazardous Sidewalk Replacement Project (2016-01) to Snorek Construction for $879,939. Alderperson Litkowiec moved the contract award and Alderperson Bartoshevich seconded; the motion passed on a unanimous roll-call vote. Council members also approved a permit request from Kyle Dlabay of the United Performing Arts Fund for a bike race through the city on June 5, 2016, and approved use of the city parking lot south of the Cudahy Family Library for an outside organization to operate a farmers’ market during the 2016 season.

Council set a public hearing for April 6, 2016, on a preliminary resolution for public improvements to Kirkwood Avenue (from Grange to approximately 500 feet north of Mallory) and Adams Avenue (from 200 feet east of Kirkwood to Packard), and declared intent to exercise special powers under Section 66.0703 of the Wisconsin Statutes. The council discussed operational changes to the Cudahy Drop-Off Site for 2016 but took no formal action on those operational changes. A separate motion to change the drop-off-site fee structure, made by Alderperson Litkowiec, failed for lack of a second and will be brought back to the March 15 meeting.

Public Health Officer Lepak, DPW Director Lange and the mayor provided informational updates on the health department annual report and strategic plan, the 2015 DPW annual report and a financial report from the Tourism Commission. No public comments were recorded on any subject. The meeting adjourned at 8:06 P.M.
