Cudahy Common Council approves multiple infrastructure contracts, fund transfers and appointments

On May 3, 2016 the Cudahy Common Council approved several engineering and construction contracts (including a $1.5 million Packard Avenue sewer and water project and a $949,389.60 Kirkwood Avenue reconstruction), adopted three resolutions transferring funds and amended a domestic animal control services agreement; the meeting included resident comments about alley approaches and trash services.
The Cudahy Common Council on May 3, 2016 approved a slate of infrastructure contracts and budget transfers and confirmed mayoral appointments during a meeting at the Cudahy Municipal Building.
Council members voted to award the Packard Avenue North Sewer & Water Project (Project No. 2016-02) to Underground Pipeline for $1,507,543.00 and to award the Kirkwood Avenue Reconstruction/Barnard Avenue Project (Project No. 2016-04) to Lalonde Construction for $949,389.60 (including the concrete alternate). The council also awarded the 2016 asphalt paving improvements Project No. 2016-05 to Payne & Dolan for $337,640 and approved a sanitary sewer and water main extension on Grange Avenue to serve the 128th Air Refueling Wing. The council approved a $1,200 contract with AECOM to provide the brownfield cap site inspection and report required by the Department of Natural Resources.
In separate votes the council adopted Resolution No. 7026, transferring funds from assessor and assessor-software general fund balances to computer, election and voting machine balances; Resolution No. 7027, transferring funds from the General Fund to the OPEB Reserve Fund; and Resolution No. 7033, approving an amendment to Exhibit C of the Domestic Animal Control Services Agreement with the Milwaukee Area Domestic Animal Control Commission (MADACC). All three resolutions passed on recorded motions.
The council also approved the mayor’s appointments to city boards, commissions and committees and authorized the use of outside legal counsel, approving a motion to use Attorney Murphy and the League of Wisconsin Municipalities for legal review of the Packard Avenue sanitary lateral project (Plankinton to Cudahy Avenues). City Attorney Eberhardy recused himself briefly during the meeting and returned before the vote on outside counsel.
Procedural items on the agenda included approval of minutes (the April 19, 2016 minutes were approved; one member abstained on that vote) and a consent agenda covering, among other items, Board of Public Works minutes and claims totaling $267,952.17.
During public comment, Bob Poplar of 4467 S. Lake Drive raised concerns about the Van Norman alley approach, an inspection program and transparency in government. James Collins of 5864 S. Trinthammer spoke about dump tickets, the change-out of garbage and recycling carts and tree trimming. The council adjourned at 7:58 p.m. The minutes were later passed and approved May 17, 2016.
