Tangipahoa Parish Council calls Nov. 15 special elections to renew four local tax levies; approves bids and appointment

The Tangipahoa Parish Council on July 14 adopted four resolutions calling special elections for Nov. 15, 2025 to renew ad valorem tax levies that fund parish health services and road lighting in several districts.
Chair David Vial opened the regular meeting at 5:30 p.m. and the council took up routine business, including adoption of the June 23 minutes by roll-call vote. No members of the public requested to speak during the public-input period.
Under the Parish President's report, the council voted to seek bids for grader blades. President Miller also briefed the council on FEMA debris requirements and the parish's proposal process that resulted in awarding a debris-monitoring contract to Debris Tech; the minutes record the briefing but do not show a separate recorded vote on that contract.
On resolutions, the council unanimously recorded eight yeas (with two members absent) to adopt: • T.P. Resolution No. R25-22, calling a Nov. 15, 2025 special election to authorize renewal of a 4-mill ad valorem tax for maintenance, operation and development of parish health units for 10 years beginning 2027. • T.P. Resolution No. R25-23, calling a Nov. 15, 2025 special election to authorize renewal of a 10-mill ad valorem tax for Road Lighting District No. 2 for 10 years beginning 2027. • T.P. Resolution No. R25-24, calling a Nov. 15, 2025 special election to authorize renewal of a 10-mill ad valorem tax for Road Lighting District No. 4 for 10 years beginning 2027. • T.P. Resolution No. R25-25, calling a Nov. 15, 2025 special election to authorize renewal of a 10-mill ad valorem tax for Road Lighting District No. 7 for 10 years beginning 2027.
Each resolution was published in full on the parish website prior to passage and all votes were recorded as YEA: Darrell Sinagra, John Ingraffia, Louis Joseph, Joseph Havis, Buddy Ridgel, Joey Mayeaux, David Vial and Strader Cieutat; ABSENT: Lionell Wells and Brigette Hyde.
The council also approved a board appointment for Keep Tangipahoa Beautiful, naming Ra'Mon Wheeler to a term expiring May 2027. During councilmen’s privileges, Councilwoman Strader Cieutat announced a Veterans Day event set for Nov. 1 and named 101-year-old WWII veteran George VanZandt as Grand Marshal. Council members offered condolences and local infrastructure updates, and Chair Vial reminded residents of an upcoming comprehensive-plan community meeting on July 16 at the Florida Parishes Arena Event Center.
Under legal matters the chair reported there were no updates on the pending suit and that an executive session was not required. The meeting was adjourned on a motion by Strader Cieutat with no opposition.
