County staff summarized the carryovers and highlighted several large items: unpaid reassessment funds and voting equipment costs to be spent in the upcoming year; police activity grants and related equipment purchases; a revenue‑sharing road project of about $2.2 million; courtroom projects still unfinished; and a large water/wastewater capital program. Staff identified the Olive Branch/Dunford Road water project as an example, estimating it alone at about $13 million and noting that Rural Development authorization and staffing shortages remain hurdles before bidding can begin.
Staff presented line‑by‑line figures in the board packet and stated approximate totals for each fund. The presentation described carryovers as projects or grants not expended in FY2026 that need appropriation in FY2027. Board members asked no substantive questions and the board moved, seconded and approved the amendment by roll call.
The approval authorizes staff to amend FY2027 appropriations to reflect the carryover amounts; specific procurement or construction steps for individual projects will follow standard procurement and funding requirements and depend on external approvals where noted (for example, Rural Development authorization for the Olive Branch/Dunford Road project).
The board did not vote on project contracts during the July 14 meeting. The immediate action was limited to authorizing the budget amendment and appropriations for carryovers.
