Council awards library carpet and painting contracts to keep project under $40,000 budget

Leanne, a library staff member who presented estimates to the council, said the building will turn 20 in 2026 and needs new carpet and fresh paint.
Leanne told the council she obtained two carpeting bids and three painting bids. Sioux Falls Interiors offered to install carpet tile and laminate and provide powered “stack movers” so shelving can remain stocked during the move, at a bid of $34,649. A competing bidder from Yankton provided a higher estimate and did not include the stack-moving service, which would require additional handling costs. For painting, a local bidder, James Kaufman, submitted a $4,549 estimate; two other bids were notably higher.
Chair moved to accept the Sioux Falls Interiors carpeting bid and to hire James Kaufman for the painting. Both motions were seconded and approved by the council. Council members noted the two awards together come in just under the $40,000 allocated for the project in next year’s budget.
Leanne and council members discussed schedule and operations. She said painting could be completed in two to three days if the library temporarily closed, and the council and staff discussed sequencing painting and flooring to minimize disruption and finish work before the summer reading program.
The council did not specify a precise start date beyond general timing in March–April; Leanne said she preferred to complete painting before installing new floors when possible. The council directed staff to proceed with the awarded contractors and to coordinate scheduling so public programs are affected as little as possible.
The council’s action: motion to award the carpet contract to Sioux Falls Interiors for $34,649 and to hire James Kaufman for painting at $4,549; both motions were seconded and approved.
