Council hears operational updates on water meters, community center closure and zoning for temporary structures

On meters, staff said they will test 10–12 upgraded water meters in March that read in gallons so the town can assess billing impacts; if the test is successful, the remaining meters will be upgraded in April and billing will follow the test period.
The community center floor will be stripped and waxed, requiring the center to close for the work; staff estimated a closure window around March 5–17 to allow proper curing before reopening.
A resident question prompted a zoning discussion about temporary and portable structures. Staff said small portable tents generally are not counted as permanent buildings, but larger unattached structures are regulated: they described limits such as not exceeding 100% of the main floor (for some detachables) and, when attached, different calculations that can limit total lot coverage to around 50%; health or nuisance concerns (rodents, sanitation) were directed to the local health complaint process.
Council members asked staff to consider whether containerized or temporary structures should face clearer long-term restrictions and suggested follow-up if necessary.
