The Great Falls City Commission accepted Ordinance 3285 on first reading on July 7, a request to annex approximately 1.26 acres at 305 21st Avenue South and designate the property R-2 Single-Family Medium Density to allow permanent connection to City water and sewer.
Planning/Zoning Manager Lonnie Hill told the Commission the property owner experienced a failing septic system and has already made utility connections; state regulations require connection to available public utilities where the cost of connection is less than or equal to three times the cost of installing a new onsite septic system, and the property lies within an area where mains were installed as part of the Upper/Lower River Road Water and Sewer District Phase 5 project. The Planning Advisory Board/Zoning Commission and Neighborhood Council 6 unanimously recommended approval; staff recommended approval subject to standard conditions and an annexation agreement.
Commissioner Shannon Wilson moved, and Commissioner Joe McKenney seconded, to accept Ordinance 3285 on first reading and set a public hearing for Aug. 4, 2026. Mayor Cory Reeves called for the vote and the motion carried 5-0.
The Commission's action advances the annexation to the public hearing stage, at which time residents may provide comment before a final decision. The public hearing on Ordinance 3285 is scheduled for Aug. 4, 2026.
