The Decatur County Council voted to authorize up to $2,000,000 to advance a proposed community pool project, authorizing the appropriation from county general funds so the project can move forward while pledges and foundation-held donations come in.
Staff clarified that the funds would not be moved out of interest-bearing accounts but instead that the council was approving the appropriation for use as needed. Officials said some project payments will be drawn from Community Foundation-held pledges and donations and that pay apps and disbursements will be processed through the auditor's office.
"It's in the big fund that you need... it's still earning interest," Christie said, describing the administrative approach to holding and using the funds. Council members asked for a paper trail showing when draws are made and how and when pledged dollars return to county accounts; presenters said pay apps and the auditor's office would document the process.
The motion to approve up to $2,000,000 passed by voice vote; members noted the amount is sizable and expected some donor pledges and foundation-held funds to reimburse county advances over time.
